10 October 1997. The Diary Licences Act goes through. Passed by the Assembly by 39 votes to 17. Administered by the Ministry of Chronology. Offences under this Act are tried before the Court of Chronological Offences. It took them all afternoon.

6 October 1997. An Act for the Better Regulation of Licensing goes through. Passed by the Assembly by 60 votes to 0. Penalty on conviction: a fine of 135 marka or 12 months. Comes into force on 1 January 1998. Nobody cheered.
